How can we say the universe is 14bn years old?

How can we say the universe is 14bn years old when the universe is older than our solar system? For the first 300 million years the universe was pure energy so how can we say that time existed at all?

    Maybe I did not spell out the question clearly enough. A year is defined as the time it takes our earth to orbit the sun. The universe is a lot older than our solar system so how can we measure the age of the universe in earth years?
