How could random evolution make the body ‘create’ a second set of teeth?

How could random evolution make the body ‘create’ a second set of teeth? External stimuli would not be enough there has to be a design input.

I would like to just say that evolution is not entirely random, the changes affect chances of survival so positive ones are more likely to remain, teeth are very important, animals that loose enough teeth die from starvation very quickly so the pressure to evolve suitable teeth is very strong.

    One of evolution’s great strengths against design is that it explains stupid things about us. Why would a designer come up with milk teeth, instead of having some normal teeth coming first, being filled in as the jaw size increases? As teeth are so important why do we only get the one adult set? Why do I have an appendix, which I could do perfectly well without but left inside it may kill me? What are little toes for anyway? Why do I have bones at the end of my spine like a tail that do nothing except really hurt if I fall on them?
